This paper is talked about the Airbus Nearby Industrial District, which locates in the Binhai New Area, is a newly developing economic district. The water resource and environment of this district both have high standards according to the highly building standards and the request of high speed of the economy of this district. Therefore, it is necessary to compositively use multi-water resource, do reasonably allocation of the water resource used multiple targets optimization to ensure regional economies, society, environment continuable developing.Firstly, the evolution about water resources optimal allocation study is summarized, and the limitation and shortage on this field is analyzed, also the study path was established. Then according to the practical condition of the district which is lack of historical data, choose the reasonable frocast method the dope out the municipal, industrial, environmental water usage and the water supply quantity. These results can provide a good base to do the next step-water optimal allocation.The paper makes proportions of variable water resource in municipal, industrial, environment water usage and the area of water surface and greenbelt be regarded as independent variable, and build the multiple targets function to make the all-in cost least, the fresh water usage least and the discharge of the COD least. At the same time, the model takes deliverability, economic growth and environmental protection as limitation, then chooses reasonable restriction to find the solution. During the progress of build and solve the model, the paper take the lead in leding the direct-drinking water system into the model, it indicates the trend of the water supply development in our country. Besides, the author has analized the poblem and defects appeared in the model, improve the parameter values of the model, got rational allocation result ultimately, not only having satisfied the water resource co-ordination of supply and demand, moreover the request also being able to satisfy economic developing, environment friendship, residence of organism's habits suitable.In the end, the paper use system dynamics software Vensim to build SD modle, which is according to the principle of system dynamics, to estimate and analize the result of the water resource allocation. The estimation and the anlysis indicate the corresponded effect of the water resource allocation model on the Society-economy-environment-resource system, and the impact of the optimum result on the system is obvious.
