In recent years, it had changed for the development and utilization of water resources for using in the water supply, water consumption, water discharge and structure of water apply with the social economy rapid development and the adjustment of industrial structure in Xining city.Meanwhile total water resources was lacking,water use efficiency was low, the carrying amount was beyond the bearing capacity of water environment, the ecological water use were crowding in great quantities, the ecological environment was deteriorative, so it was urgently needed by conducting Xining water resources optimal allocation and arranging overall water using to ensure the coordination of Xining city population, resource, economic and environmental development.Through the basic situation investigation, this article had a certain understanding for population, resources, economy and environment of Xining.Its utilization situation are analyzed.And it put forward the existing problems. It were compared with linear regression, grey prediction, logistic model to predict the population in xining city.Grey prediction was selected out on the population development index prediction with growth prediction for national economic development indicators.The water demand of general and water-saving scheme were calculated by the quota method.Three balanced analysis of water resources were done. A multi-objective model of optimized allocation of water resources in Xining city was established.The parameters of the model were analyzed using the MATLAB programming to solve the model.Optimal allocation of water resources of general and water-saving scheme of planning years were solved by the model.The results showed that the agricultural and industrial construction and tertiary industry is large user, the proportion of water using of the agricultural and industrial construction and tertiary industry in Xining city of 2020 are 43% and 43% respectively,and its proportion are 37% and 48% respectively in 2030; water deficit is mainly concentrated in the industrial building and the tertiary industry for each planning level in each area, urban and rural life, agricultural and urban ecological are less water deficit, it can basicly meet the basic balance between supply and demand;water-saving scheme is less water deficit than general scheme, water-saving scheme is reduced the water demand from the aspects of each water user to strengthen water saving, and also reduced the groundwater resources to make up for water supply gap, high scheme configuration reflect the principle of conservation and sustainable, it is more suitable for social development trend in the future.
