The urban road traffic management programming is an important technical guiding file to scientific style and modernization of the urban road traffic management, which reflects the degree of scientific style of the urban road traffic management,the degree of planning,and the degree of recognizing by leaders.In this paper based on the survey of Zhaoyuan city traffic the urban resident trip , the traffic characteristic, and the current situation of the urban road traffic management are analysed in detail. The objectives, content, levels, and procedure of the urban road traffic management programming are discussed. The total design of the Zhaoyuan urban road traffic management programming is established. By applying the modern transportation demand forecasting techniques, the corresponding forecasting models, and the Transcad software, the Zhaoyuan city transportation demand is forecasted. By analyzing transportation demand forecasting results, the trend of development on transportation and the possible traffic characteristics are clear in Zhaoyuan city in the programming year.According to the Zhaoyuan city traffic characteristic and the current situation of the urban road traffic management , a frame and a short term plan on the transportation demand management are designed. For safety and unblocked urban traffic, the recent plans on the urban road transportation system management are made, which include road cross design, public transportation priority,one way traffic operation,non-motorized vehicle traffic operation,key road traffic operation,static state traffic management,freight transportation traffic operation,traffic guidance system development planning,and traffic management facilities development planning.
