| National economy has been growing rapidly and people's living standard increasing in Xinjiang since the state carried out active fiscal policy and strategy of Grand West Development, which provides infrequent historic opportunities to development of highway traffic in Xinjiang. In particular, Xinjiang Regional Transportation Department grasps opportunities during the 11th Five-year Plan, accommodating to economic growth in Xinjiang, adjusting in time the 11th Five-year Program of highway traffic, increasing investment for highway construction and quickening the construction in order to satisfy economic development and the traveling demand of people. Therefore, the 11th Five-year Plan witnesses an era of highway traffic history in Xinjiang which is of most investment, rapidest development, steadily-improved quality and greatest achievement as one of the highlights during the development more than two scores and one decade in Xinjiang. Up to the end of 2009, an accumulative investment of 47 billion RMB is fulfilled for fixed assets of communication, the construction mileage reaches 30.9 thousand km at annual average growth rate of 10.6%. All those made an outstanding contribute to economic growth in Xinjiang.The first two decades of this century is a stage providing important strategic opportunities for the development in China, and the 11th Five-year-Plan period is not only a significant one connecting the preceding and the following, but a key phase for overall construction of an affluent society.It is critical to evaluate objectively the 11th Five-year Program, understanding accurately domestic and international conditions, advancing the development objective, guidelines and overall deployment of the 12th Five-year Highway Traffic Development which accommodates to Xinjiang's actuality, conforming to the trend and satisfying the demand of economic growth for the purpose of answering various challenges, settling any conflict or problem existing for a long time, breaking bottlenecks, overcoming system obstacles, and actualizing an overall and sustainable development of highway traffic.This paper evaluates objectively the implementation and application effect of highway construction plan in the 11th Five-year Program of highway traffic in Xinjiang in terms of highway network planning by comparing and analyzing the 11th Five-year Program and its implementation outcome with Fuzzy Comprehensive Evaluation, summarizing the problems existing in the 11th Five-year Program and analyzing their reasons, evaluating reasonableness and effectiveness of the former 11th Five-year Program, summarizing successful experiences and lessons in the implementation of the 11th Five-year Program, and finally, innovative approaches and recommendation are advanced, experiences in planning are accumulated, planning methods improved and planning theory enriched, all those lay a foundation for the 12th Five-year Program and the future planning. |
