With the rapid growth of the expressway mileage, expressway traffic growth rate is unabated. Road capacity must be affected by expressway traffic accident, and if the secondary accidents are caused by the driver, the road environment or other factors, that effect of the accident would be worse and cause irreparable damage.In the event of an accident of circumstances, the accident may be linked to an slight rub or other small incidents, but because of the lack safety awareness in both drivers, the warning facilities in accordance with regulations are not set, then it causes secondary accidents with irreparable damage which is often astounding. So, in the event of an accident of the expressway, how to prevent the secondary accident by secondary fore-warning is researched. This paper focuses on the theory of secondary fore-warning management system, secondary fore-warning indicators and how to release the variable information.Based on the theoretical basis of secondary fore-warning management-the mathematical, "non-priority" theory and control theory, then the concept and necessity of the secondary fore-warning are leaded, these provide the secondary fore-warning management systems solid theoretical basis. Then the factors of the expressway secondary traffic accidents are analyzed, and the importance of preventing secondary accidents is described,, then the indicator system of secondary fore-warning management and various indicators limit threshold are formulated. Therefore, the content and the position of the variable message signs (VMS) which can improve the expressway traffic safety are researched.
