In this paper, we introduce the basic knowledge of Telecom Management Network(TMN), elaborate the relationship between management layer, the management function and management service, describe communication protocols of TMN, research several encryption algorithms. All of this work laid the theoretical foundation for the research and building of power integrated communication management system. An overall design of distribution construction system was worked out. System functions, modeling mode and system interface were elaborated in detail. Scope of system construction, pattern, requirement of software and hardware, were defined. Constructive suggestions with step-step implemention for the construction plan of the communication system were provided.Accompanied by the expanding and complication of the backbone power optical fiber communication networking and the ring network of regional fiber-optic communications network with 220kV power grid, how to make full use of existing network resources to carry out various types of business applications, improve the service quality and enhance the professional management have become the most important thing of communications management in Hunan electric power company. So it is necessary to build a integrated communication management system for the Hunan electric power company. Through analyzing and comparing several scheme of construction pattern, project investment and organizing network plan, recommend one distribution construction model which was appropriate to current communication situation. After analyzing the key point and difficult of system construction, the developing goal and technical options of commucication management system was determined.In conclusion, benefit evaluation were carried out based on research achievement and application of Hunan electric power integrated communication management system. For the application of constuction plan which was proposed by the author, the results show that the plan can effectively apply to Hunan electric power integrated communication management system, which has active guidance meaning and applied value to the engineering practice.
