The research of water security problems originated in the 1970s. However, not until recent years is the water security studied as a whole. The establishment of urban water security system is one of the cruxes of the matter. With the rapid trend of urbanization, the city of highly dense polulation, the polulation explosion, the industrial concentration, the increasing social economic activities, greatly impact the water environment quantity and qualitys, resulting in the urban water shortage. Furthermore, this influenced the industrial production and people's lives. Changes of both natural and social factors lead to three major water problems, i.e. water resource shortage, water pollution, and flood disaster. Water supply quality problems caused by water environment pollution seriously confines the development of the city, and seriously affectes the quality of the environmental quality, hence it becomes a huge threat to human life and property safety. Iit is essential to solve the problem of urban water-supply quality security. It is important to establish scientific practical assessment system for urban water-supply quality security.Fuzzy assessing model of urban water-supply quality security is established based on methodology on water security assessment indicator system.According to urban water security of main problems with water supply quality, an assessment indicator system of water-supply quality security for Harbin city with hiberarchy is established. This indicator system is set up groundedd on AHP method and PSR infrastructure. With application of fuzzy assessing method, urban water-supply quality security assessment is implemented and the results are presented as well.The case study area, Harbin City, is one of the cities with severe water shortage issue in China. The above evaluation method is applied to water-supply quality security assessment of Harbin City. The assessment results indicate that urban water-supply quality security state is amost safe in 2007.The Water quality problem of SongHua river is very serious. The main unstable indicators are CODMn and NH3-N which frequently surpass the coreaponding standards. On the basis of the assessment results, along with existing relevant conditions and the city developing planning, measurements are proposed. Research on Harbin's urban water-supply quality security is of great significance to that of other cities with similar urban water security problems.
