The Jiangsu section of the Yangtze River is located in the most economically developed regions of the Yangtze River in Jiangsu Province, shipping economically developed. In recent years, the number of ships sailing in Jiangsu section of the Yangtze River and the increasing number of cargo carried, in the event of major marine pollution accident, on the ecological environment and the residents will have a serious impact. Study on marine pollution and emergency management, evaluation of regional marine pollution risk, prediction and analysis of the level of risk, put forward the construction scheme of emergency response capability, thus effectively preventing marine pollution incidents, reduce,the harm at the time of the accident, has an important practical significance.This article starts with the risk factors that may affect the marine pollution, analysis the present situation of ship pollution prevention work, with the methods of systems analysis and analytic hierarchy, conducts research on a variety of risk factors. The article makes the water environmental risk of pollution from ships as the highest level of evaluation target, according to this goal, select and identify the factors that influence decisions evaluation, based on the evaluation affiliation descending intermediate layer arranged indicators, building a multi-level pollution from ships environmental risk evaluation waters system; then through expert survey approach adopted AHP to determine the weight of each risk factor values; risk factors related indicators based on the type and characteristics of the indicators are standardized, seek expert advice given index score function, according to the examples generate the index score, and then get a dynamic, comprehensive evaluation of the risk of comparable value, and thus the area of work safety supervision early warning and guidance.
