With the rapid development of China's social economy and continuous expansion of urban space, large and medium cities in China are generally facing dual challenges of urbanization and motorization. During this period, the traditional development patterns, if used, may spread China onto a disorder road as Western developed countries did years ago.Many domestic scholars have shifted to research Transit-Oriented Development (TOD) of which theoretical study and practical application are of a late start in China. Domestic scholars mainly focuses at the macro level in the light of foreign empirical data, while ignoring research on methods and models of TOD in specific areas, which is so not workable. Based on research at home and abroad, this paper discusses TOD-based urban rail transit planning model.In the first place, the paper analyses the status and issues of urban rail transit development in China and proposes that TOD mode is a powerful way to solve these problems. Then, the paper introduces the concept of TOD mode, including the general pattern, planning principles, spatial scale, density characteristics and land-use characteristics, and makes a concrete discussion on 3D features of TOD mode as well as the applied areas of TOD mode which provides theoretical support for the following case studies.In the second place, the paper analyses the experience and inspiration on TOD-based urban rail transit site planning through combining the international typical successful cases of TOD planning with surrounding planning of urban rail transit in China.Furthermore, based on research at home and abroad, the paper intergrates TOD-based urban rail transit site model, including urban rail transit site grading, TOD mode, determination on reasonable development scope of rail transit site based on TOD mode and surrounding development of urban rail transit sites in different cities based on TOD mode. From the standpoint of the government planning, the paper proposes TOD-based urban rail transit site planning model based on maximizing social benefits.Finally, based on land-use surrouding Kecun metro station in Guangzhou, the paper applies Matlab to solve multi-objective programming model of TOD-based urban rail transit site, and derives non-inferior solution set for planning decision.
