Because the difference between national conditions, the development of culture and economy, there are many appearance of mixed with motor vehicle and non-motorized vehicle which is distinct from developed countries. Studying and developing Vehicle driving cycles based on the traffic characteristic of our country cities will provide basic principle for calculating the vehicle emission and fuel consuming and developing new vehicle types, as well as evaluating the risk investment projects and decision making of traffic control.We learn from the international advanced design methods of vehicle driving cycles. Based on the actual road test in Hefei, we analyse driving performance measures, including of average velocity & acceleration, interval distribution of velocity & acceleration. In concrete phase of driving cycle development, we construct driving cycle according with Principal component analysis and the stochastic process of Markov (emphatic) respectively. Then, we analyse these two driving cycles in order to find rationality and deficiency in Markov process method.The velocity of vehicles may be taken as a series of stochastic variables varing with time. Through define driving cycle as stochastic process, we develop drving cycle by stochastic process of Markov, divide experimental data with maximum likehood estimate, define driving cycle as model event bins denoted with different states and get state transition probability of experimental data at first. Then, we extend driving cycle with pseudo-random number and use ten performance measures to estimate the final driving cycles. At the same time, we try to design program with VB language on theory of Markov process.
