Study On Flood And Drought Disasters And Reduction Of Agricultural Disaster Prevention In Anhui Province

Agricultural disasters refer to natural disasters that directly harm agricultural facilities,production environment and crops,affect agricultural output,and thus affect human’s normal agricultural production activities and survival interests.China has been an agricultural country since ancient times.It has a complex landform and climate,and natural disasters occur frequently.Since ancient times,the impact of agricultural disasters has been very huge,and even became the fuse for the collapse of dynasties in ancient times.The occurrence of agricultural disasters too frequently will have a great impact on China’s agricultural development.Since its founding,the development of China’s agriculture because of the influence of the agricultural disasters is a huge loss,as one of the main agricultural areas in Anhui province,has a vast land,but the complex and varied topography,the plains are mainly distributed in late winter,wanbei and jianghuai plain,mountain area are mainly distributed in south and west Anhui,within the territory of the huaihe river and the Yangtze river is the Anhui province agricultural disasters,agriculture disaster situation more serious one of the reasons.Most of the flood and drought disasters in Anhui province occur in the summer and autumn seasons.The flood and drought crisscrossing is an important characteristic of the flood and drought disasters in Anhui province.The types of the flood and drought crisscrossing are extremely diverse.The flood and drought disaster has brought huge influence to the agricultural development of Anhui province and seriously affected the agricultural output of Anhui province.In today’s agricultural growing demand but limited farmland,under the condition of agricultural production growth rate is not high,if can carry on the research and analysis to the inundation and drought in Anhui province,to discuss the reason of the affected by inundation and drought,and for the study of disaster prevention and mitigation measures are put forward,so it will not only promote the development of Anhui agricultural safety,even for agricultural development and production safety in Anhui province has a great significance.Therefore the author collected in recent decades the affected area and the watershed of the geological hazards in Anhui province.with the data,through research and analyze statistical methods,it is concluded that the disaster of flood and drought disaster（FDD）in Anhui province by very severe,disaster frequency is very high,the flood frequency significantly higher than that of drought,flood disaster degree is slightly higher than that of drought disaster degree.In the regional distribution of flood and drought disasters,the flood and drought disasters are mainly concentrated in the huaihe river basin and the Yangtze river basin.In terms of the influencing factors of flood and drought disasters,the author analyzes the natural factors affecting agricultural production through atmospheric circulation,rainfall distribution,landform and water system in Anhui province.Through the early warning mechanism of flood and drought disasters in Anhui province,the ability of flood control and drought relief,the development of agricultural science and technology,the construction of agricultural development facilities,the rationality of agricultural land,the utilization of water resources and the situation of water pollution,the subjective factors of the impact of flood and drought disasters on agricultural production were analyzed.At last,the author puts forward the measures of agricultural disaster relief and reduction by strengthening the leadership and command of flood and drought disasters,formulating disaster relief and reduction policies,setting up special agricultural funds and standardizing disaster relief materials,constructing post-flood and drought disaster guarantee system and improving agricultural insurance system.Through strengthening the disaster prevention ideology,improving the meteorological early warning mechanism,building and repairing the agricultural infrastructure,rational utilization of water resources,treatment of water pollution,rational development of agricultural land resources,development of science and technology and agriculture,and strengthening the scientific research on flood and drought disasters,the disaster prevention measures are put forward.Through these measures to ensure Anhui province’s agricultural production,stable grain output,maintain social stability.
