China is a typical monsoon climate country, the monsoon climate of instability, resulting in frequent floods and droughts. Flood and drought every year a huge economic losses, restricting the sustainable development of Chinese agriculture and the important obstacle to economic factors. How to conduct a quantitative assessment of flood and drought damage and loss of flood and drought classification, for the timely rescue and relief work carried out to reduce disaster losses is very important.In this study, flood and drought losses of the system. First of all, according to disaster loss assessment index system for the establishment of related content and basic principles, combined with the characteristics of flood and drought damage, the establishment of a viable flood and drought damage assessment index system;Secondly, the existing flood and drought damage our classification methods were introduced, the existing classification methods of flood and drought disasters, mainly hydrological drought classification method, classification method of disaster damage, disaster prevention capability classification methods and emergency management hierarchy method of four, and analyze the merits of various classification methods and shortcomings, the study of existing methods of flood and drought classification, we propose a regional flood and drought classification scheme;Finally, select the typical areas (flood damage assessment in Poyang Lake region, Beijing Hai Zi Classification of irrigation methods to evaluate the drought losses) of flood and drought losses, empirical study, evaluation index system of measurement and classification methods of flood and drought disasters, the feasibility of the loss and operability, as an indicator system and the application of disaster classification method to provide practical reference.
