The research is based on the data offered by Grassland Ago-meteorological institute of Xilingol and analyzes the effect of environment on the herbage production in order to disclose its law and build the system of decision-service to supervise the herbage production. The result is showed: Herbage development and livestock growth are effected by climate and the effect of climate on grass is not same in the different period of grass growth. Air temperature is key factor during grass green period in normal year, but it will be delay by server drought. The precipitation is more important than temperature during the primary stage of grass, if there is lack of water, grass will be slow growing or stop growth. The key period to grass growth is on the end of May to the first ten days of July. Normal year the temperature can meet the demand of grass growth and precipitation is the limit factor to grass growth. Good combination of water and heat is beneficial to grass growth. Because grass quantity and quality is the base of livestock, the biomass is high during grass growth season, at the same time the livestock can gain weight easily, otherwise they will difficult to gain weight and can lose weight. Over grazing in all the time will destroy vegetation and cause grassland deterioration and desertification. There is heavy carry capacity and strong over grazing problems in Northern China. Based on the different between theory and actual carry capacity can provide the plan about forage supply. It will be significative to loosen pressure to the grassland and made grassland ecology system to be good cycle system.
