Ningxia lies in the northwest loess altiplano, where the weather is dry, average annual precipitation is 292mm and evaporation is 1800mm, so it is a district of severe short for water. The short of water resource has become a severe restrict factor for the Ningxia's economic development. Irrigation has a dominant status in the whole district agriculture development. Ningxia has a unique irrigation condition delivering water from Yellow River. The area of the Ningxia irrigation district has arrived 6,880,000 unit and become one of the biggest irrigation district in China and the distillate area in Ningxia. Whereas, for a long time, restricted from plan economics, extensive management, there exits large water waste. With the development of economy and society, the water resource becomes more and more uptight. In order to realize water continuable use, scientific management and economizing water become more and more impendency. Therefore, the discussion about management mode for irrigation district diversion from yellow river and research on the methods of discharge measurement has great significance.Based on the analyzing the status and problem of the Ningxia yellow river diversion irrigation district, using for reference of self-economic drainage and irrigation district theory and considering the fact of Ningxia irrigation area, this paper provide a new management mode: "water supply company + farmer water consuming association + member of the water consuming association". Synthesizing various water saving measures, threedifferent water saving modes are provided aiming at different region in Ningxia, these are gravity irrigation, lifting irrigation and south mountain area irrigation. In order to solve the problem of experience manage, this paper direct that "the decision-making and management system for irrigation district water consume plan and water transfer can provide decision-making gist and scheme for water consuming management and optimal attemper. According to the Ningxia Hanyan channel experiment, the compute formula of flow discharge has been modified and a new compute method for discharge measurement has been set up which well adapt the situation of Ningxia yellow river diversion irrigation district.
