As social and economic structure as well as industrial and infrastructural development is transformed and upgraded successfully all over the country,after 40 year's reform and opening-up,China has entered a new developing stage with comprehensive urbanization,industrialization,informatization,and agriculture modernization.According to the overall national social-and-economic-development targets,China will have finished building a moderately prosperous society in all respects by 2020.To achieve this goal,and to meet with the tendency and demands of long-term agricultural development,it is of vital importance to transform,upgrade and develop agriculture modernization.Basic external environmental factors for agriculture production include light,soil,water and so on.Among all those,water is the most important.Located in loess plateau in northwestern China,Ningxia is an inland arid zone,with annual rainfall between 180 mm and 670 mm,which increases from north to south geographically.As a result,Ningxia has developed the irrigation from Yellow River since ancient times for agriculture.After so many years' development and construction,Ningxia develops its unique Yellow River Irrigation Area.Since 2011,the central government has kept increasing the input in improving and upgrading rural water conservancy infrastructure.Thus agricultural irrigation infrastructure has been improved greatly,which alleviates irrigation problems in rural agricultural production effectively in Ningxia.Although the grassroots' agricultural infrastructure keeps improved,present construction as well as management and operation is quite traditional and outdated,which does not match with present modernized irrigation development.As a result,project benefits of irrigation district construction do not occur,and modernization construction and operation management are restricted as well.Thus,for the next step,Information management needs research of modernized irrigation district is really significant in management reform of irrigation and water conservancy in Ningxia.The project aims at establishing a basic information-based-system design plan for comprehensive management of rural water conservancy in Ningxia.With the contents and processes of present farmland construction and management,infrastructural management,data management and so o n,it can sum up relative work demands,and then provide different system-construction plans.Finally,after putting into service,it would generalize operation problems and give out improving suggestions based on practical application.So,this project provides reference base for the information-based-system which meets management demands of present rural water conservancy as well as future modernized irrigation district.Besides,it describes how to achieve the goal of management modernization and informatization as well as relative transformation and upgrading.As for construction-operation-management informatization of rural water conservancy in Ningxia,major research contents and results are summarized below:(1)Analyze and decide the principal contra dictions,and provide with informationalized solutions;(2)Analyze and design comprehensive management demands;(3)Generalize problems along with informatization and give out improving suggestions;(4)Show the direction for future research development of informatization management.
