Study On Valuation And Quantization Of The Forest Ecological Benefits In Xiaolongshan Forestry Experimental Bureau

The sustainable development has becoming the main current of the world Since 80's, but, measuring the potential and the progress of the sustainable development, not only considerate the speed of economical development, but also attach importance to the cost which the resources and environment pay for this kind of speed. Forest, as the main part of land eco-system, which not only supply human with the firsthand producers' goods, such as food, medicinal materials, raw and processed materials etal, but also perform fundamental life-support services, which include manufacture of organic compound, regeneration of water, conservation of soil fertility, the purification of air, production and maintenance of biodiversity, have vital functions to improve the environment and sustainable development, so humankind is sharply increasing attention to forest resources, especially forest ecological benefits. However the forest ecological benefits bear particularity obviously and its value is unable to realize through price mechanism.so that, ecological supply is in collision with commercial yield, maintenance of ecological system investment is shortage Hence establishing scientific evaluation and effective compensation system for forest ecological benefits, has vital reality meaning to promote healthy development of forest, improvement of entironment and the economic and social sustainable developmentBased on previous research achievement, in term of the purpose of the compensation for the ecological benefits, the paper details the main contents and conclusions, which are as follow:(1) Summarize and qualitatively, quantitatively analyze the main theories on the connotation, the economic characters of the forest ecological benefits and the relativity of the forest ecological benefit with the forest resources forest and the market economy.(2)Summed up and commented on the physical metric models and monetary evaluating methods on the forest ecological benefits such as the water regeneration, soil fertilization conservation, fixing CO₂ and the purification of air, at the same time, evaluated and quantizated the main forest ecological benefits in Xiaolongshan Forestry Experimental Bureau.(3)Attempted to apply the primary component analysis to synthetically evaluate the forest ecological benefits in Xiaolongshan Forestry Experimental Bureau, and the analytical result show the synthetic score and the compositor on the forest ecological benefits of the 21 forestry centers in Xiaolongshan Forestry Experimental Bureau.(4)Formed the physical metric, monetary evaluating and the compensation standard into a the individual system by the organic mutually converting parameter, to discuss the compensation standard fort the forest ecological benefits, at last, put forward respectivelythe WTP adjustment parameter :the developmental stage coefficient is 0.3559, and the time adjustment parameter : the prepositional discount rate is 1.00%; the adjustment parameter to the compensation standard: the compensating range is 30.00%,the compensating standard is 275.32yuan/ Acre.a on the monetary evaluating results of the forest ecological benefits in Xiaolongshan Forestry Experimental Bureau.
