Study On Import Risk Analysis And Its Important Factors Of Animals And Animal Products

Risk analysis is a method and process of assessment, management and communication of the disease risks associated with the importation of animals and animal products. It provides decision makers with scientific basis, making decisions scientific, transparent and defensible. The process of import risk analysis usually consists of risk assessment, risk management and risk communication.As economic globalization and swiftly and violently increasing of international trade volume of animal and animal products, countries attach importance to the risk of transmission of animal disease by trade. Due to risk analysis as an important basis of scientific decision, international organization such as WTO and OIE call on members to introduce risk analysis during the trade of animal and anima] products. Developed countries such as Australia and USA all have carried out risk analysis during trade of animal and animal products according to the international rules. However, risk analysis work of importation of animals and animal products of our country, not only theoretically but also practically, is at the elementary stage. It doesn't accord with the international rules, neither effectively preventing or controlling the spread of the animal diseases, nor according with the new requirements of today's development of stockbreeding.This paper accommodates the situation of international trade of animal and animal products and the situation of animal health and quarantine of our country. The paper elementarily construct framework of import risk analysis of our country, by thoroughly analyzing international rules and common deeds of developed countries, extracting important factors from biology factor, goods factor, country factor and economy factor combining with the principle of animal epidemiology, international trade of animals and animal products and risk analysis. The paper suggests scientifically and logically deciding our ALOP, fully using the hazy concepts of risk analysis the SPS agreement has regulated, setting up item team system, implementing mechanism of separating of assessment and management, establishing perfect code or guideline, and attaching importance to communication with the interest team, etc.
