With quickening process of China's urbanization and the more quality of life that urbanites go after, nowadays people need more and more natural greenbelt and diversities of recreation space. "Make nature incorporate city" has become a sort of new style idea in modem city construction. But what about nature? How to make nature incorporate city ? These are brand - new and urgent problems that urban greenbelt construction is facing now. This paper proposes that we should develop eco-agricultural city by introducing natural agriculture into city and make eco-agricultural city popularize and practise as a new model of city greenbelt.The text analyzed the function characteristics and available resources of eco-agricultural city, demonstrate the feasibility and foreground. On the basis of this, the text integrated some theories, such as agricultural ecology, city ecology, landscape ecology, ecological economics, sustainable development etc, then discussed development background, thereunder, basic principles, general procedure of programming, and some problems which should be noticed. In the end, by taking eco-agricultural demonstration garden of Jinhua's Tailai as an example, the text exerted planning method to validate it.The results showed that the planning of eco-agricultural city possessed innovative in theory and maneuverability on practice in virtue of combining three functions of production, living, ecology and insisting on the principle of harmonizing benefit among economy .ecology, and society. So it can direct the construction and development of agriculture in the suburb of city, and it can be a new pattern by way of city greenbelt to meet city's demand and make for sustainable healthy development finally.
