It is inseparable with the rural public service system to accelerate the development of the rural community and enhance the comprehensive productivity of agriculture. Because of pasturage and veterinary services' inherent commonness as public services in rural areas and its uniqueness, to do a meticulous research on it is very meaningful. Pasturage and veterinary service system is an important representative part of the public service system in the rural areas. Through our research, we can trace back to the historical change of rural public service system and understand the relation between supply and demand, supply situation and supply mechanism of various public services in rural areas. And as the uniqueness that pasturage and veterinary services distinguishes from the other public services in rural areas, this paper is no longer a general exposition of public services in rural areas, but a study on a part of the service system, that is pasturage and veterinary service system's history, the problems, supply situation and the path to reform.This dissertation based on the theory of Public Products, deeply studies the history and actuality of the pasturage and veterinary service system in rural areas, and analyzes the problems that the system had, gives a detailed description of the reform of pasturage and veterinary service system in Xian'an Hubei province, which is an experimental unit of the reform of national public service system, analyzes the effect of the reform and finally makes a deep thinking to the construction of pasturage and veterinary service system.This dissertation illustrates that studying rural public services is bound to the classification of the entire system, because services with different content, nature and models had different supply and demand mechanisms, funding mechanisms, management mechanisms. Pasturage and veterinary service system can be a model of the classified study on rural public services. To study it can enlighten on the research of other types of public services in rural areas, which is of great significance for further study of the various public services in rural areas from different perspectives.
