Study On System Of The Total Quality Control Of Non-pollutant Apple Production In Northern Shaanxi

With the rapid development of our society and the integration of global economy, the security of food, especially primary products, become a focus of every government and public. One of the momentous practical problems our country confronts is how to manage the security of food, and how to constitute the system of food security management. Apple is one of the few prime products which have obvious international competitions after our entry to WTO. Shaanxi province is the central place of the north-west loessial altiplano for high quality apples. And apple is one of the six preponderant industries linked to the national economic of Shaanxi province. With the buildup of people's consciousness for environment protect, the increasing demand for non-pollutant fruits and the grew of domestic market admittance and international market green barriers, the buildup and improvement of Total Quality Control System of non-pollutant apple production has vital signification for meeting the requirement of customer, improving the quality and quantity of the fruits, improving the economic competition and building up the green-brand of Shaanxi's fruits industry. The important factors influencing the efficient execution of the Total Quality Control System on the non-pollutant apple production are the characteristic of primary products itself, the low industrialization level of the production and communication dissymmetry of the qualitative secure management. Operating mechanism on the Total Quality Control of non-pollutant apple production should include three elements: supervised by state, self-restrained by enterprises and producers, testified by certificated agency through the study and investigation in northern Shaanxi and the successful experience about supervisee and management both at home and abroad. We must change our consideration, study and explore new ways in order to do better in the fuilt security using market mechanism. The urgent matter needs to foster and develop intermediary organizations for apple security, boost the industrialization of apple and accelerate the eurhythmic development between the governmental management and self-restriction. The study analyzed the situation of detection of pesticide residues in apple and pointed out their advantages and disadvantages. Also it indicated that the development trend of detection about residues of pesticides is choosing one method first and foremost which can detect more sorts of pesticide residues and popularizing the technology how to detect the pesticide residues fleetly. Above all, mul-management models, legalization and systematism of the manipulation system, scientific quality standard and detection means, networked administration and information, will be developed in the the Total Quality Control of non-pollutant fruit production. In order to perfect the System of the Total Quality Control of non-pollutant apple production in northern Shaanxi, some advices were ticked off: 1. Institute "identification"for apple and make it marked; 2. Construct the system of certification and implement force-certificate; 3. Estabilsh and perfect the legislation and criterion about apple; 4. Set up the technical standard of rapid detection and establish and perfect the limited standard about residues as soon as possible.
