Strategic Study On Rural Water Supply Development In Shandong Province Early In The Twenty-first Century

Rural water supply is the important infrastructure for development of rural economy. It is also the essential material base to improve the people's living standard in villages and small towns, to narrow the difference between town and country, to stabilize the rural economy and to provide the stable developing environment for the socialist modernization. Since the liberation of China, the Party and government have paid more attention to the rural water supply job. The water-drinking works have made great progress in villages and small towns. But the overall level of rural water supply cannot meet the needs of national economic and social development becoming the main restricting factor of development of rural economy. At present, as human society enters the 21st century, a new phase of development has been started for building a well-off society in an all-round way and speeding up socialist modernization. It's the major composing part for the rural modernization to quicken the building of water supply facilities and improve the water-drinking standard of the mass.In this paper, combining the actual situations, the author makes a forecast for the rural water supply development in Shandong Province in the beginning of the 21st century. The main contents are as the follows:1. To investigate and analyze the course of rural water supply development, summarize the basic experience and existing problems in rural water supply after the liberation, and make clear the facing position and task in the whole province.2. To define the regional phases during the study on rural water supply development.3. To put forward the whole index system of rural well-off drinking projects.4. To analyze and forecast the rural water consumption in Shandong province in the 21st century.5. To define the strategic target of rural water supply development in the beginning of the 21st century.6. To put forward the countermeasures in the aspects of policy and investment and management and science and technology for the strategic target of rural water supply.
