| Water is the source of life and the foundation of human existence.The supply of drinking water in rural areas affects the healthy life of the residents in rural areas and the long-term stability of the entire rural society.It is an important livelihood issue and an essential foundation for the construction of new rural areas.At present,China has entered the new normal stage of economic development.How to effectively ensure the effective supply of rural drinking water in rural areas is still the urgent task of the government and the urgent task of farmers’ healthy living.It is also an urgent task to solve the ecological environment in rural areas.With the rapid development of China’s rural economy and society,how to effectively solve the institutional dilemma of rural drinking water stakeholders has certain practical significance for ensuring the effective supply of rural drinking water,improving farmers’ living standards and improving the overall ecological environment of the countryside.This paper studies the rural drinking water supply system from the perspective of rural drinking water stakeholders,based on public product theory,institutional economics theory,stakeholder theory and collective action theory,using questionnaires,case studies,and literature methods.Research methods,systematically analyze the supply status of rural drinking water in Jinxiang County,find out the problems in the supply of rural drinking water,analyze the predicament of rural drinking water stakeholders and its institutional causes,and finally find solutions to the problem of rural drinking water supply system.It is necessary to innovate the supply mechanism of diversified main drinking water in rural areas,and propose to introduce the PPP model to analyze the case of rural drinking water supply PPP project in Jinxiang County,and on this basis,find out that PPP mode exists in the operation of rural drinking water supply project.In the end,I propose a targeted countermeasure.The main conclusions of this paper are as follows: First,the core problem in the supply of rural drinking water in Jinxiang County is the institutional dilemma of rural drinking water supply.From the perspective of stakeholders,the dilemmas faced by the government mainly include the high cost of government financial supply,low supply efficiency,lack of management,and unreasonable distribution of supply responsibility.The dilemma faced by farmers is mainly due to the lack of participation in the supply.The water supply path relies on institutional difficulties;secondly,in the face of the core problem of the rural drinking water supply system,the PPP model can be used to solve this system dilemma,and the essence of the PPP model is actually a supply mechanism.System Innovation.After adopting the PPP model,the interests of the rural drinking water stakeholders are satisfied,the risks are shared,and the interests are shared.The innovation of this paper lies in: Firstly,the innovation of research perspective.From the perspective of stakeholders,this paper divides rural drinking water stakeholders into suppliers and participants,that is,suppliers choose the perspective of the government,and participants are farmers.After introducing the innovation of PPP mechanism,the selected perspective of stakeholders is the government,enterprises(water companies)and farmers,and the stakeholders’ interests and risks are dynamically analyzed based on the PPP model.The problems are found and the countermeasures and suggestions for optimizing the supply of drinking water by PPP are put forward.Secondly,the innovation of research concept.PPP project as a means of financing,but also as a system,this paper will use it as an institutional arrangement in rural drinking water supply research.This paper finds out the institutional dilemma in the process of rural drinking water supply,analyses the causes of the dilemma of rural drinking water stakeholders from the institutional level,and puts forward the ways to solve the institutional dilemma of rural drinking water stakeholders. |
