The total volume of water resources in China is rich, but the per capita volume of water resources is small, the shortage of water resources has become a major factor restricting China's economic and social development. For alleviating the contradictions in the supply and demand of water resources, saving the agricultural water, the pipe-irrigation has been developing in recent years. On the base of analyzing the development of pipe-irrigation both here and abroad, and the study in optimization theory of optimum planning of pipe-network, the main content of this paper is as following:Firstly, analyzed the normal design of pipe-irrigation networks and hydraulic calculation methods, on the base of existing optimal design model, through taking annual minimum cost as the objective function, the optimal design model of pipe-irrigation networks is founded., and the flow bounds equation is deducted.Secondly, To decide the functional relation between construction cost and diameter of irrigation pipes in a certain area, we must collect the local materials of construction cost of unit length pipes, but sometimes the collection is difficult, and some of the pipe irrigation engineering were built early, their costs haven't been able to represent the present price level. To solve the above problems, this article uses the market price information and budget norms to calculate the unit price of pipes of different calibers, and then obtains the function after the statistical analysis with SPSS software.At last, developed the pipe network simulation software WaterCAD; the optimal design method will be more scientific by simulating the actual operation in a pipe-network, getting the information of flow, velocity and pressure etc.
