Weifang is one of the serious short-water cities, the total average amount of water is 2.94 billion m~3. The water of average per person and acre only occupies 1/6 and 1/5 of our country. Weifang is also the big agricultural city, the water used in agriculture occupies 85% of the whole city water consumption. The utilization coefficient of the whole city irrigation water is about 0.5. The potential of the agricultural saving water is huge. Therefore, it is the arduous and urgent duty that we develop the saving-watered agriculture strongly and support the sustainable development of the Weifang National Economy by use of the limited water.The paper mainly studied on the strategy and measure of agricultural saving water in Weifang. Firstly, we analyzed the present condition of the exploiting in water and the saving-watered agriculture. It was pointed out that the existing water would be guaranteed difficultly the sustainable development of agriculture. So it is necessary to open the agricultural saving water. Secondly, we predicted the amount of saving water would be 0.747 billion m~3, 1.301 billion m~3 and 1.753 billion m~3 respectively in 2010, 2020 and 2030. Thirdly, it was dissertated systemically that the leading thought, basic principle and the main target. At the same time, we put forward to the strategy and measure, that is to say, the main target were to promote the development of agricultural saving water according to the big project by drawing up the program of agricultural saving water, building up the system of agricultural saving water matching to the city fact, making sure of the saving-watered mode of different area and choosing the fitting saving-watered method according to the different irrigation object. Fourthly, we provided the rule and principle about the water resource between agriculture and non-agriculture, the different area, the different farmland type, the different plant and the different plant growth stage, even built up the optimizing model. That provided the basis with improving the economic effect. Lastly, we discussed the promoting and guaranteeing measure according to the total strategy of agricultural saving water.
