Water resources is an indispensable and precious resource for the development of human society.With the growth of population and the development of economy water resources have become the main factor that restricts the survival and sustainable development of human beings.China is a country with a shortage of water resources.Chinese average water resources of 2250 cubic meters,only the world average of 1/4 per mu;the amount of water resources of 1440 cubic meters,only the world average level of 3/4,one of the world's 13 water poor countries is Chinese.Agriculture is our country's first major water users,efficient use of water resources,vigorously develop water-saving agriculture is an effective way to ease the contradiction between supply and demand of water resources.Atpresent,the domestic and foreign agricultural water saving problems have been given enough attention.Based on this idea,this paper chooses Daiyue District of Tai'an city as the research object to seek the development strategy of agricultural water saving.Daiyue District of Tai'an city is rich in resources,and its terrain is complex.Daiyue area with a total area of 1750 square kilometers,it is under the jurisdiction of 15 towns,2 streets and 711 administrative villages.Its total population of 975 thousand people of which agricultural population of 810 thousand people.Daiyue District,the total output value of agriculture 3 billion 456 million yuan,its crops to wheat,corn and other main,its total grain output of 536 thousand and 300tons.Daiyue total area of 992 thousand and 400 acres of arable land,total irrigation area of 790 thousand acres of arable land,the effective irrigation area of 771 thousand and 400 acres.Daiyue area of 599 thousand and 300 acres of land to drought,water logging can be discharged,the standard,accounting for 60%of the total arable land,of which 349 thousand and 700 acres of efficient water-saving irrigation area,accounting for 44%of the total irrigated area.The paper sets up the foundation for the study and analysis of agricultural water saving in Daiyue area through in-depth on-the-spot investigation of township and small and medium-sized water conservancy projects,consultation with water conservancy experts and relevant people,and literature search.First,the paper describes the current situation of water resources in Daiyue District,analyzes the shortage of water resources and the development of agricultural water-saving is an effective way to solve the problem.This paper has laid a solid foundation for the research and analysis of agricultural water saving in Daiyue district.First of all,the paper uses the detailed data comprehensively discusses the Daiyue area water resources development situation and the agricultural water conservation present situation.The average annual rainfall in Daiyue district is 716.8mm,the average water resources is 425 million cubic meters;Daiyue District,the per capita water resources of 470 cubic meters,only the national average(2350 cubic meters)of 1/5,only the world average(8600 cubic meters)of 5.46%.Daiyue area per capita water resources is far less than the internationally recognized to maintain a regional economic and social development must be 1000 cubic meters of critical water,which belongs to a serious water shortage area of less than 500 cubic meters per capita.And Daiyue district water resources are uneven spatial distribution,water resources development and utilization is difficult,it also bears the task of water supply in Tai'an 85%.During the drought years,it is going to undergo an extremely serious water shortage crisis,these crises have intensified the contradiction between supply and demand of water resources in Daiyue district.With the development of economic and social progress in Daiyue District,the problem of water shortage is becoming more and more serious,which has seriously affected the economic development and the improvement of people's living standard.In 2014,the water resources in Daiyue area are all lower than the control index.According to its water use,agriculture is the first major water users,accounting for more than 75%of total water consumption,therefore,vigorously develop water-saving agriculture is an effective way to ease contradiction between supply and demand of water resources.The paper lists the current water saving measures in Daiyue District,including the guiding ideology of water saving in agriculture,water-saving layout,technical measures,major projects and current water-saving effect.From the application and management of agricultural water saving,the paper analyzes the problems of developing agricultural water saving in Daiyue district.Second,using the coefficient analysis method to calculate the irrigation water utilization coefficient of Daiyue District,indicating Daiyue District to develop agricultural water-saving potential is huge.Thirdly,the countermeasures of agricultural water saving in Daiyue district are put forward according to the problems of agricultural water saving.On the one hand is the application of agricultural water-saving measures,including improving water-saving technology,expanding water-saving agricultural scale,drought and water conservation measures,scientific development of water-saving planning,build agricultural demonstration project.On the other hand is the agricultural water management measures,including improving the management level,strengthen the system construction.The aim of the paper is to save agricultural water consumption in Daiyue district and alleviate the shortage of water resources in Daiyue district,and to support the economic and social development with the sustainable utilization of water resources in Daiyue district.The paper hopes to provide some basic and theoretical basis for the next step of water resources development planning and sustainable agricultural development planning in Daiyue District.
