Water is a support of human life and sustentation of mankind's civilization. Along with the development of the society and economy, social demand for water becomes higher and higher. Many countries have got into the predicament short of water resoures. In a lot of regions of our country, shortage of water resources has become the choke point which holds up the development.The development of modern high-tech provides strong support to the research of evaluation. Artificial neural network (ANN) is the most advanced technology in the word and artificial intelligence. In this thesis ANN is introduced into the evaluation research field on potential of water saving under support of MATLAB.The main results are as follows:1 , The reaserch found a improved ANN model. The improved BP algorithm, combined by a new dynamic-attenuation-momentum-factor and eliminate the misadjustment of static momentum factor, overcomed the shortcomings of the traditional BP algorithm, has a certain of feasibility in water saving potential.2, It is different of water saving potential in different cultivation measures in Luoyang. The water use efficiency is higer than the others on minimum-tillage and no-tillage and the potential of water is less than it in subsoiling and bi-annual planting.3, It can save 3.93×10~7~8.73×10~7 m~3 water in Luoyang if all area take the measures of . minimum-tillage, no-tillage and subsoiling. It also save 1.31×10~7~2.91×10~7 m~3 water if only 1/3 area does. So the potential of water saving is huge in agricultural.
