With the rapid development of economy,the problem of waste water resources in the Haihe River Basin is becoming more and more serious.There are 48 large-scale irrigation districts in Haihe River Basin at present,so it is an effective method to alleviate the pressure of agricultural water resources in Haihe River Basin by implementing agriculture water-saving measures.Therefore,it is of great significance for water resources management by evaluating the water-saving level of irrigation areas and putting forward corresponding water-saving measures.In this paper,a typical irrigation area in the Haihe River Basin-Shijin Irrigation District was selected as the research object.The main research achievements were as follows?1?The data of water diversion,irrigation and water-saving constructions in Shijin Irrigation district were analyzed.The results show that the water diversion quantity in Shijin irrigation area is lower than that in the same period of last century,and the groundwater is seriously over-exploited and the irrigation utilization efficiency is low.Therefore,it is necessary to further improve the construction and non-construction of water saving project.?2?A fuzzy comprehensive evaluation model based on cloud model and variable fuzzy cycle iteration is constructed and the water saving level of Shijin Irrigation District from 2002 to 2011 is evaluated.The results show that the irrigation area is in the transition stage from water consumption to water saving.The water resources allocation and integrated management are becoming more and more important in the irrigation area.The water saving irrigation is gradually formed and the irrigation utilization efficiency is increasing year by year.?3?The method of estimating the water saving potential of irrigation area based on evapotranspiration was put forward.With the emphasis on different water saving schemes of non-engineering water saving measures,the water consumption and yield in different schemes were calculated by AquaCrop model.Through optimizing the shemes,an operational water-saving program was provided.The results showed that after optimizing irrigation schemes,the water-saving potential of wet,middle and dry years were 617,200 m 3,697,600 m 3 and 1.2601 million m 3,respectively.After adjustment of crop planting structure,the water-saving potential of wet,middle and dry year were 14,374,100 m3,35,308,200 m3and 31,559,100 m3,respectively.
