By investigating population of the whole arthropod community in mark luring-moth lamp and using pesticide four times, mark luring-moth lamp and using pesticide five times, postponing the transplant time and using pesticide five times, postponing the transplant time and using pesticide six times, using nothing pesticide and the using management of farmers, and using the experiment of expel the neutral insect, it is estimated that the neutral insect effects on the whole arthropod community. Finally, all treatments were carried on the RCCC by AHP. The results were as following:1. By investigated systematically, it is found that total of 55 species in the whole arthropod community, belonging to 13 orders, 34 families, in which there are 19 species in the pest sub-community, belonging to 6 orders, 12 families where the main species are Cnaphalocrocis medinalis Guenee, Nilaparvata lugens(Stal) and Sesamia inferens(Walker), 23 species in the natural enemy sub-community, belonging to 7 orders, 18 families where the main species are Erigonidium graminicolum(Sundevall), Theridium octomaculatum Boes.et Str and Pardosa pseudoannulata(Boes.et Str), and 13 species in neutral inscct sub-community, belonging to 3 order, 5 family where larva of mosquito is the main species.2. Compared with different transplanting time, postponing the transplant time can increase the quantity of neutral insect sub-community, keep the quantity of natural enemy sub-community and reduce the quantity of pest sub-community.3. Compared with different N fertilizer treatments, the quantities of the neutral insect, the natural enemy and the pest in the 16 kg/667m~2 N fertilizer treatment is more than that of the other treatments. The possible reason is that the rice is in the fine growing condition, and at the same time which offers better living environment to the rice arthropod.4. Mark luring-moth lamp can play a certain role in IPM, which controllable range is between 5-120m, and the rhythms of response to light trap of arthropod community variant around the clock. There is one peak which is between 1 and 4o'clock in the pest sub-community, but there is no obvious rhythm in neutral insect's and natural enemy's sub-community.5. The experiment of getting rid of neutral insect shows that when quantity of natural enemy begins to drop down, the pest's quantity rises rapidly and the whole biological system is apt to result in being collapsed.6. Estimated the RCCCP, it is found that RCCCP is 0.7470 and 0.7443 respectively in mark luring-moth lamp and using pesticide four times, and mark luring-moth lamp and using pesticide five times, and that it is 0.7530 and 0.7599 respectively in postponing the transplant time and using pesticide five times, and postponing the transplant time and using pesticide six times, which all are the ideal treatments. But it is 0.9296 in peasant's routine preventing and curing area, which is a relatively unsatisfactory.
