Forest is the main part of terrestrial ecosystem and the pillar of terrestrial living systems, it also is a kind of natural resource to human development. In the course of human economic and society development, it plays a peculiar role as it can improve environment and promote economic development. In severe decades, forest sustainable management has becoming an attention issue. In This paper, the main study focus on the Mid-subtropical forest region in Fijian, which is the main production base of commercial timber forest and the typical collectively owned forest region in south of China. The state-owned forestry and its forestry nurseries are the main forest management department in this district and there are few indicator systems on it.On the basis of regional characteristics and the present status of forest in Fijian province, an evaluating system for the forest sustainable management has been established, which includes 27 indicators of 5 subsystems maintenance and enhancement of forest ecosystem productivity, maintenance of forest ecosystem and environment quality, development of social economy, Investment and technology in forest, ensuring of the regulation, policy and economic system to implement. Combing the character of sustainable forest management's evaluation and the available of investigate statistics data. The paper adopts Fuzzy and AHP as evaluate model basing on this index system.After analysis to user requirement and functional requirement, The forest sustainable management's evaluation system of mid-subtropical forest resources in Fujian was founded with Visual Basic 6.0 platform according to methods of the software project and the thought of systematic engineering in strict, it There are 3 lays in it, including user Operational interface, analytic application layer and dispose matter layer. And there are 4 functional modules in this system, including choosing evaluation type module, appraising module, interpretation of results module, keeping and renewing the Data module. It has been applied to Mid-subtropical state-owned forest in Fujian—Qiujiashan forestry of Lianchen city in Longyan province, and it proved practicability in evaluate basic Functions. Further more, the present status and problems existing in the development of forestry in Fijian province are analyzed Base on the result.
