China has one of the most serious soil erosion in the world. Serious soil erosion has caused great harm, affecting the implementation of the strategy of sustainable development. The continuing drought this year in the Southwest also proves the importance of soil and water conservation. Small watershed management is a systematic project for achieving soil and water conservation and regional economic development. It is the basis for industrialization of water conservation and also a shortcut of developing rural economy in the erosion area. Tai'an City is one of the major soil erosion regions. After years of treatment, soil erosion status has been improved to some extent, but in the process some problems have arisen.In this paper, according to the status of watershed management in Tai'an city, taking Leopard Yu Xintai City watershed and Daiyue Songjiazhuang as experimental watershed study area, we have analyzed small watershed management benefits by applying some economic principles into the process of small watershed management, and have made specific suggestions in order to realize the combination of small watershed management with the new countryside construction, to promote small watershed management and to realize the fundamental purpose of the "three sustainable development" , that is the ecological, economic and social sustainable development.This detailed study can be divided into five parts.The first part paper described the research background, research ideas and technical routes, status, and this analytical framework and main contents of the logical structure of the arrangements.The second part consists of some fundamental research of the small watershed management. Small watershed management, watershed management efficiency theory, ecological compensation theory, and theories of sustainable development, small watershed management and sustainable rural development have been illustrated and served as theoretical ground for our research.The third part is a general analysis on the status of small watershed in Tai'an City, including the basic situation of Soil and Water Conservation in Tai'an City, features of soil and water conservation, and treatment and soil conservation achievements. This part of the small watershed is analyzed the problems and causes, including planning and construction in question.The fourth part takes the small watershed management in Xintai Shangwang leopard valley watershed and Daiyue Songjiazhuang as an example, making a case study. We have analyzed the general situation of the watershed, soil erosion and control status, control measures, benefit analysis. In the benefit analysis, the ecological, economic and social benefits have been studied respectively in detail.The fifth part is about the proposals and policies for improving small watershed management according to the benefits analysis of comprehensive watershed management in Tai'an City. Specifically: (1) amending as soon as possible, "Soil and Water Conservation Act" and enhancing protection of the laws and regulations; (2) strengthening river basin concept, insisting in small watershed management unit, promoting the orderly management of small watershed management project; (3)strengthening project integration, the implementation of ecological and environmental construction projects managed at the county level; (4) scientific planning, step by step; (5) taking soil and water conservation into regional economic development goals, and strengthening planning protection; (6) establishing and improving the coordination of organizations, and strengthening the authority; (7) innovative investment mechanism and improving investment efficiency, and strengthening financial security; (8) strengthening prevention supervision, and protecting the results of new rural construction.
