Water is the source of the life , the main point of production and an essential material of ecology . Develop water conservancy and eliminate water disasters , these are crucial to human survival , economic development and social progress , are always great invents for administering a country . Water conservancy is a prerequisite which is indispensable to modern agricultural construction , and is irreplaceable foundation to support the economy and social development , and also is indivisible safeguard system to improve the eco-environment . Water conservancy has the reality traits of public benefit , foundation and strategy.In our irrigation , The water conservancy is always as key tasks of rural infrastructure construction . Agricultural sustainable development path has been widely consensus . And it's the decisive condition for sustainable development is sustainable use of water resources . Scilicet,save water and use water efficiently.In our country , especially in the Well Irrigation Area of the north China plain ,agricultural water resource is lacking . And its the contradiction of supply and demand is prominent . Groundwater has been exploited excessively . These not only affect the sustainable use of water resources , and have triggered a series of social , economic and environmental issues . In order to speed up to turn around the phenomenons that the waste of agricultural water and the lag of construction of water conservancy works, combined with national "863 project" , this paper focuses on the research that how utilize efficiently of agricultural water resource in Well Irrigation Area of Shandong plain ; and we made a in-depth research on measures and technologies of integrated water-saving agriculture ; through a large number of experimental research , analysis and comparison of integrated water-saving agriculture , we summarize and establish a system. We also provide the basis for high-efficiency utilization of water in the Well Irrigation Area plain.The article has used integrated water-saving agriculture (drought resistance breeding , tillage technology , coupling effect of water and fertilizer , cultivation technique , plant protection and field management , etc) to utilize water resources efficiently , such as water for irrigating and precipitation . It improves Water Use Efficiency . It is one of many in water-saving link is a key ring and is the dominant in agriculture water-saving . And we have investigated the effects and laws of crop factors such as water use efficiency , yield , dynamic growth factors and birth traits , etc , by experiment of various measures or techniques ( screening the water-saving and drought resistance of winter wheat ; straw return-to field and deep ploughing-store water mode ; techniques of coupling effect of water and fertilizer and postponing nitrogen ; contrast the direct seeding and interplant experiments with summer corn ; lead seedling water experiment of winter wheat ; Based on the experiment about suitable late the sowing time of Winter wheat ; apply Baoshuiji and Handilong technology on winter wheat ; the frost protection of winter wheat) . We have proposed the scientific reasonable conclusions and suggestion .For winter wheat,the production increases with the increase of irrigation frequency,but Water Use Efficiency is on the contrary. By drought resistance index suggests,Jimai 22 and Qingmai 6 are suitable for Well Irrigation Area in Shandong Plain of water-saving drought-resistant wheat varieties planted. Yield and water use efficiency of the processing which is straw returning of winter wheat and summer corn is best.The processing for only winter wheat is second place,and no straw returning is the worst. Thousand seed weight reduce with the increase of the fertilizer in the same infuse water treatment, and ear length and the number of grains per ear is on the contrary. Plant high is the biggest impact factors by water, and the size of the fertilizer without obvious relationship. The processing of more tiller number is not the most combination of water-nutrient. Implement nitrogen backward-shift technology can effectively increase production, we should change the idea for its promotion. Direct seeding for each summer corn varieties of average spike length, Spike bald pointed long, hundred grain weight pointed than interplanting processing all have increased, and the seed number per ear, yield, water use efficiency is lower. The basic seedlings, maximum tillering, effective tiller, under the ear length and yield of no irrigation lead seedlings water processing is more significantly reduced than irrigation led seedlings water processing , and water use efficiency, the seed number per ear and 1000-grain weight are dominated with no irrigation water led seedlings. After all the condition of winter wheat planting subsequently increased rate ,the yields of winter wheat planting subsequently are less than production of planting in advance processing. Because JiWen shortage can affect yield of winter wheat ,, so seeding is not more than the late October 13 to 15. Overall, the winter of Baoshuiji and Handilong treated water use efficiency, effective tiller number, under the ear length and 1000-grain weight are all more increased than the contrast,with increase effect obvious, compared with only the seed number per ear decreased. under the condition of more sufficient water,"Tianda2116"of Winter wheat anti-freeze capability is enhancement.
