Drought is the main restrictive factor for the development of shaanxi's agriculture. The water resources per capita or per acre in shaanxi province is less than 1/5 of the whole country. The precipitation is not enough to meet the demand, distribute uneven in districts years and months, often hit by drought 9 out of 10 years. The dryland accounts for 67% and the irrigated farm only 29.4% of the total cultivated area. Because of water resource shortage in dryland, agricultural production are generally low and unstable and has tremendous influence to the agricultural output in the whole province which always drop the whole provincal production when dryland drop and the whole provincal harvest when dryland increase. When realize foodstuff from middle production to high production, water is the main factor. Anti-drought in dryland and save water in irrigated land has already become necessary selection in developing shaanxi agricultrue.This research makes a general survey of the domestic and international drought and economizes on water and analyses development and utilization and problems of water resource in Shaanxi. In the foundation of summarizing the agricultural technology of dryland agricultrue for many years, combined the characteristic of shaanxi province, integrated traditional technology, optimized, assembled, complemented modern agriculture on water-saving technology, regarded with wheat maize as the trical crops which are optimized and selected, exploring the save water technological mode in dryland of Shaanxi, some result and suggestions on water-saving agriculture in dryland of Shaanxi was made, which shows :1. The covering with ground sheeting , wheatgrass overlay the field and furrow and can improve the water content of topsoil soil to differentiate to plant 0.9- 3.2, 0.7- l.l%,0.2-1.1%.2. Multiple drought do water-saving technology intergration, which can improve the productivity of the moisture notably . The higher the skill-intensive degree is, the higher the utilization ratio of the moisture is. + the covering with ground sheeting + gene lead the synthesis of the pharmaceutical + seed capsule and fight a drought the culture mode result isbest in order to fight a drought to fill a prescription to apply fertilizer.3. Many land fertility of fostering and apply fertilizer of way, to fill a prescription and fertilizer applying, which can promote crop root system grow , improve between crop and deep use efficiency of ink. The grain that can produce lmm precipitation in the doing area of the drought rises to 1 jin from 0.3-0.5 jin. Mu construct N 6- kilograms, P2O5 5- kilograms, K2O 3 kilograms, can make Yuan's per mu yield on land reach 200- 30 kilograms . This matching and level, can reach the fertile result that increases production of province .4. Adopting the interlacing can control the seepage loss that the ultra quantity in the field irrigate to irrigate alternativly, economize on water 30- 50 and not cause the output to drop.5. Fulvic acid soil modifier is it economize on water to fight a drought to have at wheat, maize, to promote crops to grow and improve the remarkable efficiency of the output of crops. + mix the soil in order to dress seed + water the result best.6. Shaanxi must establish the thought on saving water for long time , water-saving technology must be extended strongly and drive the development of dryland. Implementing the guidance to different types of areas, earring on planting's structural adjustment, resisting the drought. Store the precipitation and protect the moisture in the soil, hold more and consume few, save water and utilize skilly, the moisture utilization ratio can be improved.
