The Effect Of Forest Cutting Management To Forestry Management

Harvesting has a broad definition. Not only the tall trees, flowers, medical plants also should be included in the forest.Therefore, we can simply define the harvesting as the process or manner of getting forestry resources. Deforestation and land right, are the core parts of management of management of forest resources. Implementation of the logging system has played an important role in our economy in terms of ecological function for several decades.Strengthening forest management is the eternal theme of modern forestry construction. With the transition of economy, there are many problems in our forest management work. Forestry has taken significant changes in the past few years. We can see the logging systems as the legacy of our planning-economy model. In a transitional period, it's normal that we may have various controversies, contradictions, but we should experience a big transformation of the governmental mechanism, policy development, legal reform, conflict management.In this paper, after a brief overview of the cutting system, begins with background of the harvesting system, and a combination of forestry law and regulations, then described that the cutting system's positive effect on the control of forest resources consumption and the improvement of the whole forestry industry. Then, the paper had an analysis on the details of practicing of current harvesting system and the forest management plan. Author argued that harvesting rights could not be implemented well, because of the restrictions on the rights. The setting of forest logging quota, and the restrictions on timber harvesting procedures are a violation of legitimacy. We should have a very clear category on our forest, such as:commercial forestry and ecological forest. Different kind of forest should be managed in a different way. Meanwhile, different cutting systems are also included. We can't focus the economic benefits of commercial forest, at the same time, but stress the ecological functions of them. After a brief analysis on State forestry administration's reform and improve on the management of collective forest harvesting opinions, we learned that some of the measures were already reformed. Finally, with the changing forest policy, "Forest Law", amended thirteen years ago, has not been the slightly changed. Therefore, the author came up some solutions, gave some advice on the amendment of forestry law.
