China is one of the countries which suffers seriously from water and soil erosion. It has become an environmental problem in our country. At present, water and soil erosion in our country has become increasingly serious. The water and soil erosion area is increasing every year and each year the thickness of the lost soil averages 0.01-2.00cm. The main reasons cause the serious water and soil erosion in China are deforestation, overgrazing and all irrational methods of land use except natural elements. Therefore, improving work of water and soil conservation is very meaningful to maintain sustainable development, reduce the pressure of population expansion to resource, energy and environment.With the development of economy and society, the urbanization process has been accelerated. During the process of urbanization many development and construction projects begin to be structured and causes many various degree damage on the original landscape and the original vegetation, causes the damage of ecology environment, exacerbates the water and soil erosion, restricts the development of society and economy.Water and soil conservation monitoring for the development and construction projects, in recent years, is gradually emerging in China, especially in Hubei province, water and soil conservation monitoring for power transmission and transformation projects is in an initial stage. The theories and technologies of water and soil conservation monitoring need to be perfected, there are less experience and methods which we can learn from. In addition, the power transmission and transformation projects which are combined by point projects and linear projects has both characteristics of point projects and linear projects, so that the theoretical research on the combined projects are very lack of. Currently, the methods we used in the process of monitoring are impertinent, too many monitoring content, monitoring sites layout without reason, monitoring frequency is too casual, all these against monitoring work.This paper is based on water and soil conservation monitoring of Suizhou 110kV Qianjin power transmission and transformation project. According to the analysis and prediction on the project profile, soil erosion features, the causes of soil and water loss, soil erosion time, erosion area, the quantity of soil erosion, we determine the monitoring methods, monitoring sites layout and key monitoring area. Meanwhile we make the assessments on the result of the water and soil conservation monitoring and the effect of the soil and water conservation measures. Also we summaries the affection that soil and water conservation measures on controlling the soil erosion which are simultaneously implemented with the main project. And we can confirm the benefits which is preventing the water and soil from erosion after the soil and water conservation plan was fully implemented.The key of this paper is the prediction on soil erosion and the assessments on the effect of monitoring results and soil and water conservation measures. According to the prediction on soil erosion, we chose the appropriate methods, determine the key monitoring area in order to set monitoring sites and make constructors carry out the effective measures during their construction period. The assessments of results of monitoring and effects would provide basis for formulating the soil and water conservation plan.
