As the industrialization and urbanization of China are accelerated in recent years, soil and water loss resulted from development and construction projects has become a severe problem and aroused common concern of the whole society.This paper took a study on the benefits of soil and water conservation measures in the construction of a coal and electric power integration project in Shaanxi by built runoff plots and field measurements in order to provide theoretical and practical basis for soil and water conservation in the development and construction projects in the region. Main equations as following:1. It only observed runoff and no sediment in the natural runoff plots. The observational results show that vegetation cover played a significant effect on runoff and sediment on runoff plots. Runoff plots with high vegetation cover runoff and sediment are less than the low vegetation cover.2. According to the results in the NO.1, NO.2 and NO.3 spoil ground of the amount of soil erosion in the construction runoff plots, it showed that: the soil erosion control is less than 0.8; stopped slag rate is 97%.3. After the initial of gangue dam finished, grit chamber which built in the gangue dam downstream of crossing ditch did not collect runoff and sediment. So the gangue dam did not result significant soil erosion in the observation period.4. Ash-field was equipped with the appropriate drainage, spoil ground slope in the dam, gray protection and anti-seepage measures for soil and water conservation measures. It observed nearly no amount of soil erosion.5. By measuring the rock drill in the spoil ground and comparing the amount of soil erosion in slope of the temporary spoil ground and under natural conditions, it is erosion of about 6 times under natural conditions.6. High slope took measurements of concrete lattice structure, masonry revetment, seed sacks and etc. It only observed 720.19gm -2 sediment and well below the local average soil erosion modulus (20000g·m -2) in 2008. It has played an effective role in protection.In a summary, although the development and construction can generate a certain amount of soil erosion, it can significantly decrease the damage and reduce to a lesser extent of soil erosion in the construction project through effective soil and water conservation.
