Gan Zhou district is located in Zhang ye heartland,It is an important component in the inland temperate oasis in the world。While it is the seed of cultivating industrial base in China。In order to evaluate the cultivated land fertility evaluation and to use the limited land resource rationally, to Prevent land degradation, to improve the condition of the cultivated land utilization ,to strengthen the quality of cultivated land protection and construction and the healthy development of seed industry, to create good conditions for Food safety and agricultural structure adjustment.The condition in this paper based on Gan zhou District in Gansu Province,11 indicators have been chosen to evaluate cultivated lands by the Delphi method. And the weight of each factor is determined by AHP. The paper sets up subjective functions in terms of their characteristics and different influence on the quality of cultivated land with the fuzzy mathematics method. By applying software processing of GIS platform,the database on Ganzhou district was constructed .Meanwhile,applying the evaluation model,which based on raster data. the paper calculates the integrated fertility index of cultivated land between 0.52 and 0.78. Thus the appraisal is completed by dividing the fertility of cultivated lands into five grades in Gan Zhou District with a satisfactory conclusion in line with the realities. The first grade cultivated land distribute mainly liangjiadun changan shangqin and xindun townships, The second and third grade cultivated lands distribute all various regions ,The fourth and fifth grade cultivated lands distribute mainly on the Hexi and erying townships .From the area distribution , The second and third grade cultivated lands cover 97%, which are in the majority .Finally from the fact of research regions ,The paper presents the model of the scientific utilization and Countermeasures of Their Utilization and AmeliorationIn conclusion,the paper has managed to put forward GIS flow which 11 applicable to build data base,and given an efficient technique process and working method for cropland capacity survey and quality evaluation by calculating Parameter and exporting result map automatically supported by GIS...
