This study was supported by 863 Program"water saving irrigation technique system and demonstration in urban green space of semi-arid North of China"(2002AA2Z428111). Based on pot experiment, the experiment used regression design with three factors and five levels, studied coupling effect of water,N and P to the growth of Green Ash in Tianjin TEDA,including biomass, morphological indexes, physiological character, the water consumption and NUE. The results are as follows:1. Water and N affect Green Ash's biomass obviously and water is more than N. With increasing of water, the biomass is raised. Water influence N's effect obviously.2. The coupling and alternating effects between water and N on the biomass exist obviously. When N is high, if water is enough N can be absorbed and the biomass is more, if water is lacking N can help forward the growth of leaves result in water is more lacking and the biomass is reduced. Therefore, fertilizing properly is necessary.3. When soil moisture≤16.73%, no N is better, otherwise the effect between the two is antagonistic. When 16.73%
