Based on the software engineering approach, the database technique and the soil and water conservation monitoring technique, the management information system of soil and water conservation monitoring was exploited. In order to construct the China soil and water conservation monitoring network and the management information system, the development status of the soil and water conservation monitoring technique and the soil and water conservation management information system were expounded, and the problem in these fields were analyzed. Started with the analysis of the operation flow, the request for information and the data flaw of the soil and water conservation monitoring, etc, the soil and water conservation monitoring management system was exploited. The soil and water conservation monitoring management system was composed by many subsystem, such as the soil and water conservation official business management system, soil and water conservation GIS system founded on the WEB, soil and water conservation monitoring forecast information system and the soil and water conservation assistant programming system and so on. Moreover, the objective of the system construction, the conditional design of the system construction, the frame design and the system module function design were advanced. The database composing, the construction principle, the logic design, physical structure design, the original data design, the data warehouse design and the security maintenance were completed. Through the use of the management information system of soil and water conservation monitoring in the Monitoring Center for Soil and Water Conservation, Ministry of Water Resources, it is indicated that the system could be used to China soil and water conservation monitoring network and the information system because it was designed rationally and could be used stably and safely. Moreover, the system had some characters, such as the data management and analyze function were powerful, the system could be used widely and was more fault tolerant.
