China and many other countries as well are experiencing the most severe water resources problems. Due to the special condition of physical geography and climate in China, the shortage of water resources has become a great stumbling block in the agricultural development. Nowadays, the quickly increasing of the population and the development of the economy need more and more water to satisfy. Thus, the water resources used in agriculture becomes very limited. Meanwhile, the utilize rate of irrigation is very low, Because of these aspects, it is necessary and important to investigate the efficiency and benefit of agriculture irrigation.In this paper ,we will try to develop a method to improve the efficiency and benefit of agriculture irrigation water from these two ways: (1) adjust the structure of agriculture (2) establish the economical irrigation ration.The investigation routewill based on the theory study, method development and application. First, we analyzedthe evolution of adjust the structure of agriculture and establish the economical irrigation ration, then we developed a model to adjust the structure of agriculture based on the sustainability theory, ,Finally, we applyedthe model simuluate (What) in tangshan city, the stucture of the paper are as follows:In The first chapter, we analyzed the related studies both in China and abroad. The present research level in this area has been analyzed and some uncertain questions are raised.In the second chapter, we analyzed and summarized the theory and methods such assustainability theory, district dominance theory, leading industry theory, non-sufficiency irrigation theory, economy benefit theory, framework harmonious value.In the third chapter, an numerical model was developed. Based on the agriculture assustainability theory and with considering the pricinples of adjusting the agriculture structures. The aim of the model is most of the economy benefit, gives attention to integrate benefits of society and zoology. The restrict condition of the model are water supply quantity for agriculture irrigation, planting areas, the demand of the market. The method was used to obtain the solutions.In the fourth chapter, the model was used to simulate the agriculture structure in Tangshan. First, we analyzed the general situation, agriculture structure, gift of land wealth etc, in Tangshan and pointed out the problems of agriclture structure. After that, we have usedthis model to do the adjust based on the data in 2003, the structure,economy benefit, quantity of irrigation water,economy benefit of per m~3, utilization of availability rainfall after adjust the structure were caculated and some analysis were carried out.The results for two special years 2010, 2020 were given in this paper.In the fifth chapter, the results of this study were shown there. And some future work should focus on entrance trade among areas, the susceptivity degree are different between different breed, and grading crop-yield realationship etc.
