Agriculture Water Quota Analysis And Evaluation On Six Provinces And Regions

Water is the source of life,the key of production and the foundation of ecology.The people's daily life,socioeconomic development and grain production is inseparable from water.People is linked to water stronger and stronger.With the rapid growth of population and rapid development of economic,making the demand for water resources become bigger and bigger,the imbalance between supply and demand of water is sharper day by day.In order to alleviate the contradiction between supply and demand of water resource,our country proposed a regime combining of water-using quantity control and quota management,determining the legal status of the water quota.Along with the implementation of the water quota,the Ministry of Water Resources is put forward to combining with the norm revision cycle to assess the water quota of provinces and autonomous regions for the river basin institutions,to revising and consummating water quota of provinces and autonomous regions.In the paper,we base on the research of water quota establishment situation at home and abroad,in view of status quo and existing problems of water quota establishment in our country,combine with related national standards and specifications,research from the definition,classification,compiling data and data processing in the process of water quota and the compilation method,analysis summary the present situation of water quota establishment in six provinces and regions.Through the introduction of Agriculture Water quota establishment in six provinces and regions,the constrast of the new and old water quota version,to put forward the compilation method in accordance with the actual situation in the use of Agriculture Water quota in our country.In the evaluation of Agriculture Water quota,through the investigation and study of existing water quota and the advice of experts,set up a multi-level grey correlation model.Take a full consideration of the establishment,application,revision,etc of water quota,selection the index of coverage,rationality,advancement,practicability of water quota,to comprehensive evaluation of water quota,in order to provide reference for the revision and improvement of water quota.
