Water is the lifeline of human being's existence and development, the lifeline of national economy and ecological environment. With the sharply increasing of population, rapid development of social economy, water resource is gradually decreasing. It already hindered the developments of economy and society. So it urgently needs to take measures to protect water resources and study water development and utilization. In order to achieve the efficiency of water using and then relieve the shortage of water resource.Linxi station lies in the southeast of Hebei Province. Water consumption of agricultural irrigation accounts 75% of total water consumption. For the over exploitation of ground water, the declining of groundwater level has excess 2.0m per year. The serious situation urgently needs saving water agriculture, using the soil water resources in an effective way, reducing the irrigation water consumption. These measures can alleviate the deficient of the local water resources.This paper relies on the article—"Increase crop soil water resources utilization"of《Hebei Soil water resource evaluation》, on the basic of irrigation experiments for winter wheat in Linxi station. The major contents include: firstly, the basic principles are analyzed, and the calculation methods are introduced in detail; secondly, the paper introduces the basic situation and the design of experimental treatments, then researches the rules of water demands and the change rules of reference crop evapotranspiration and crop coefficients; thirdly, water product functions are presented on the basis of analysis of water-saving irrigation schedule experiments for winter wheat. And soil water utilization and economic water demands are also presented. Then economical water-saving irrigation schedule for winter wheat is established. Through developing the utilization potentiality of soil water resource, we achieve the purposes of increasing the volume of soil water resources utilization and decreasing the volume of irrigation.
