Research On The Community Co-management Of XiangHai Nature Reserves

Nature reserves result from people's excessive utilization of natural resources and destruction of environment. As the special area for protecting and resuming natural environment in one country, nature reserve is one of environmental elements, which is the strict and effective form for protecting the natural ecological environment .In recent years, construction and management levels of nature reserves become one of the important standards of weighing a national civilization degree and the environmental health level.The construction of the natural Reserve is an effective way to protect the natural resources, the Bio-diversity, the Ecological balance, as well as to advance the sustainable development between nature and human beings. Biodiversity in China faces increasing pressures and threats from communities within or bordering natural preservation zone. Xianghai Nature Reserve was firstly established in 1981 and Promoted to national class protected area by State Council in 1986.With the total area of 105467 hm~2, its main purpose is to protect the of valuable and rare wild animals and plants species, and forest wetland eco systems.The Community Co-management, a fire-new management mode of the natural reserve, according to the co-participation of the local community and the natural reserve on the tactics and the appraisal systems of the natural resources in the natural reserve, the purpose will be achieved, whichis to Protect the biodiversity and enhance human living conditions.Community-condominium is a optimum solution to contradiction between compulsive protection of environment and resources, and community inhabitant's exploitation of nature resources.Based on the Community Co-management of the natural reserve, taking the Xianghai National Natural Reserve as an example, based on the District Economy, Eco-Economy, Externality, Sustainable Development and Sociology theory, this article analysed the ways and the countermeasures being carried out in the natural reserve. It is aimed to build a mode, which benefits the environment, the economy, and the society, under the protection of natural resources. The thesis is divided into four parts altogether:Chapter 1 is the general ideas about nature reserves, including the concepts, the origin and development of community co-management.Chapter 2 provides the community foundation and the rules of law and polices. Chapter 3 analyzes community co-management of Xianghai nature reserves.Chapter 4 is about several thoughts on structu-ring the legal system of community co-management of nature reserves in our country.This papper analyses and studies the fundamental states and existing questions of Xianghai National Natural Protection Areas, and argues the dialectical relationships of contradiction and unity between the protection of natural resources and environment and the development of economics.The conclusions will give the guidance for building regulation, biodiversity conservation of wetlands, sustainable utilization of resources, construction of international nature reserve.
