The Research On Community Management Problem Of Badagongshan And Hupingshan Nature Reserves

Nature reserve community management is the integrated management of the con-ordination of reserve area protection and community development projects. On the basis of strict protection, it emphasis on community development and management. It can stimulate the enthusiasm, initiative and creativity of community residents to participate in nature conservation, then provide an important guarantee to promote prosperity, coexistence and sustainable development of reserve and community. This thesis topic takes management objectives, job content, working principles and requirements, community management and reserve areas assessment evaluation factors as guide, Badagongshan and Hupingshan nature reserve as research object, bases on an extensive survey of reserve community residents, then expand scientific research and analysis.There is obvious difference in management mode and administration measures in these two nature reserve. Badagongshan reserve is mainly state-owned forest, owns the resource management rights of its core and buffer, and plan and manage. Reserve and its community take "two pieces of brand, two sets of troops, divide and conquer reserve and town" as management system. Hupingshan reserve bases on the collective forest. Reserve and its community take "two piece of brand, a set of people, reserve and town unity" as management system. It co-ordinate development and management of the reserve and its community. In the implementation of reserve community management measures, the two reserves have their own advantages and defects of management work. By comparing reserve community management model and management measures of this two reserves, Hupingshan reserve superior to Badagongshan reserve, drawning from the general. At present, there are some common problems of the two reserves in community management work, including investment insufficiency, the "fund" poor efficiency, the low level of community residents participating in reserve community construction, conflicts between reserve and community, imperfect infrastructure of reserve community. These problems have constrained the reserve community development, and these are not conducive to harmony and co-prosperity between the reserve and the community. To solve these problems, we should improve and perfect reserve community management, take measures such as strenghening investment to reserve community building and improving the compensation mechanism, expanding community participation and promoting community democracy condominium actively, taking effective solution to the conflict and adjusting the exisiting resource protection and management policies, strengthening the construction of community infrastructure and improving community production and living environment, and so on.
