By using ecological economics theory and methods, an investigation was conducted at Caichuan Soil and Water Conservation Demonstration Area in southern Shaanxi Qinba Mountains, model system and the experiences of the comprehensive management of soil erosion in QinBa Mountains was summarized, with ecological efficiency,social efficiency and economic efficiency analyzed. On the base of this, a complete and applicable evaluation system for efficiency evaluation was Established. The efficiency of comprehensive management was estimated by AHP, and sustainable development was evaluated by simple target system. The main conclusion was as followed:1.Ecological efficiency was increased significantly through 5 years management, forest coverage raised from 33.6% to 69.5% after management, erosion modulus declined from 1048t/km2.a to 3625t/km2.a .2. Analysis for static and dynamic economy profit showed that static profit was up to 0.15 billion RMB, annual net profit up to 0.08milinion RMB/year; dynamic economy profit too arrived at 0.10 billion RMB, annual net profit up to 0.05 milinion RMB per year .3.Significant social efficiency was achieved through 5 year management. Net income per capita was up to 1540 RMB the rario of peasant households which got rid of poverty increased by 31.5%, Engel's coefficient decreased by 28.5%, environmental population capacity raised 46.8%, diffusion rate of compulsory education increased by 34.8%, land use rate raised by 27.8%, and product output rate increased by 32.2%.4. Integrated management efficiency was raised from 33 to 79, increased by 27.9% annually. Among three efficiencies, social efficiency was most significant, ecological efficiency the second, and economic efficiency the third.5. Sustainable development rate of Caichuan demenstration area from 2001 to 2005 was 0.489, 0.536, 0.587, 0.637 and 0.712, desperately. In 2005, sustainable development rate of the demenstration area was larger than 0.7, being in the condition of sustainable development. The main facter for the increase of sustainable development rate insisted in that the social development capablity and environmental carrying capacity increased. Economic development capability was low, which was the constraint factor for the sustainable development of integrated management in Caichuan demonstration area.
