The Kirgiz Autonomous Prefecture of Kizilsu is located in the Northwestern Margin of Tarim Basin. It is oasis agriculture economy. Stalinization of soil is serious because of the Plain district irrigation drainage system is not complete, in addition backwards of irrigation methods and coarse-grained management methods. Stalinization problem solving is an important task for guaranting sustainable economy development. and making a reasonable plan for water use which is based on studying characteristics of soil water and Salt movement is the key point to problem-solving, and improving water resources utilization coordinating the relationships between water resources and environment.In this paper, the Kirgiz Autonomous area is taken as representative area. Analyzing the factors impacted on soil water salt distribution and salt concentration, combining the local climate data, groundwater level and soil water monitoring data. Simulated the salt-water dynamic regime on WAVE model for the year of 2003 in the representative area. Gained vertical profile and distribution map, structed the reasonable 1D soil water salt numerical model.The research in this paper established the foundation for solving Stalinization problem and offered a necessary theory base for scientific and reasonable water use. Thus, it has certain practical value.
