Surface irrigation could be simply operated; it has low managerial cost, so it is the chief irrigation way in the world, especially in developing countries. 97% irrigated area is surface irrigation in china. We could divine that surface irrigation would be the chief irrigated method long run. But prominent defect of surface irrigation is low-usage of field irrigated water. In the condition of water resources tonicity and agriculture water were occupancied. Increasing usage of field water of surface irrigation and ensuring stable food-growing is problem urgently needing to be solved. The study of the regularity of soil moisture movement in ground irrigation, the analysis of impact factors of ground irrigation technical parameters, and the discovery of optimizing those irrigation parameters are important to enrich irrigation theory and improve the study on soil-moisture movement. Furthermore, they supply the scientific basis on promoting the utility of ground irrigation technique .Short water resources has heavy restricted productivity developing in agriculture in china. It is necessary to economize water of agriculture irrigation, at the same time, scientific using and efficient using are also necessary. In the paper through sufficient investigation of flow simulation technique in surface irrigation at home and abroad, absorbing predecessor's research findings, bonding reality of low quality of water handling crew in china, using pervious ground surface water-flow model and measuring model of irrigation effectiveness, using Visual Basic 2005 program, I developed the software of optimizing calculation of technical parameter in surface irrigation. This software can rounded systemic operate numerical simulation of surface irrigation flow. It can finish analogy calculation of ridge furrow irrigation and surge irrigation. Basing on it, through measuring model of irrigation effectiveness, it can calculate optimal technical parameter. Using the optimal technical parameter, we can largely decrease loss water.This software supplies calculation tool of technical parameter in surface irrigation for project department of irrigation and managerial department of water. It can adapt change of orographic condition and soil condition and cultivated condition. It is also handy. So it has important value for searching development of agriculture water-saving surface irrigation.Considering the reasons of soil condition of surface irrigation and complexity of irrigation process and precision of analogy model, the software has unsatisfied aspects in waste process simulation of surface irrigation and parameter optimization and Surge flow irrigation. So it need well established after the related model appearance.
