| Sichuan is one of the provinces with most serious soil erosion throughout the country. According to the newest remote sensing data material, the soil erosion area of three ethical autonomous regions of Ganzi, A'ba and Liangshan is as much as 131 thousands square km, which accounts for 59.3% of the whole province's soil erosion area. Although our nation has adopted various measures to prevent and control soil erosion, there still exists some problems in investment operating system. In this paper, by the analysis of the present investment operating system effect among Sichuan ethical regions, some suggestions such as manifest investment guiding system, high-efficiency fund operating system, strict fund supervisory management system, reliable investment effect evaluation system, as well as reasonable investment compensation system are put forward, which provides a new development thought for the soil and water conservation among ethical regions.
