The Building Of Mechanism Of Ecological Compensation For Regional Soil And Water Conservation

Our country is one of the most serious soil erosion countries in the world, not only deteriorates people’s living environment, but also endangers the country’s social and economic development. Through the establishment of ecological compensation mechanism, changing the original use of land and water resources, remodeling the resources security, we can achieve sustainable development and ecological civilization. This paper studies the establishment of the ecological compe-nsation mechanism for soil and water conservation of practical significance, based on summarizing the papers of this subject both at home and abroad. It is based on su-ch theories as natural capital theory, externality theory, public goods theory and gra-ding land rent theory.The soil and water conservation and ecological compensation mechanism should include the main contents of compensation object, compensation mode, compensation standards and legal mechanisms and so on. It compares and an-alyzes practices of the soil and water conservation and ecological compensation in USA,Japan and Australia,and learns from the advanced experience in those foreign countries.It uses the methods of typical regional survey to analyze the ecological co-mpensation mechanism of the Fujian Soil Conservation, and proposes some counter-measures in order to provide references.
