Following the Pest Risk Analysis (PRA) criterion of International Plant Protection Convention (IPPC) adopted by Food and Agriculture Organization (FAO), and on the basis of biological and ecological characteristics of the 3 imported quarantine weeds (Avena barbata Brot., Avena sterilis L. and Avena ludoviciana Dur.), the qualitative and quantitative risk analysis were investigated for those 3 weeds imported into China, with establishing of the integrated evaluation system of risk analysis. The results are as follows:1. The risk of Avena barbata Brot., Avena sterilis L. and Avena ludoviciana Dur. were preliminarily evaluated associated with geography, management standards, introduction, colonization and economic values. Under the above assessment, the risk factors were screened out.2. The adaptability of those 3 imported quarantine weeds of Avena L. in China was confirmed on the basis of climatic characters and the biological characteristics of the weeds.3. Using the PRA multi-index integrated evaluation system and the qualitative and quantitative methods, the integrated quantitative evaluation system of PRA was established for those 3 imported quarantine weeds of Avena L..4. Based on the PRA multi-index integrated quantitative evaluation system, the further PRA studies were made for the weeds. The results indicated that the synthetical risk value of Avena barbata Brot., Avena sterilis L. and Avena ludoviciana Dur. were 2.47, 2.63 and 2.51. Therefore, those 3 weeds were high risk exotic harmful pests. The results were in accordance with the listed quarantine pests in our country. Therefore, they should be in the charge under the pests risk management.5. According to the adaptability, distribution, damage characters and the value "R", some quarantine measures and policies of those 3 imported quarantine weeds of Avena L. were proposed for offering the reference basis and making policies for the quarantine department.
