The Northwest is the fragility area of environment and, and the same time is the stress region of Returning Farmland to Forestry or Pasture & (also known as the Grain for Green Program and the Sloped Land Conversion Program). How to achieve region economy sustainable development is the long- time strategy of the Northwest after RFFP. Soil loss, population pressure and low income of the rural population are interrelated problems in the Loess Plateau of northern China, and result in a spiral of unsustainability. Several participatory methods, interviewing and dialogue methods, sampling methods, and visualization and diagramming methods, were used for different purposes through investigated Linxia Region, Guyuan Region and Huan County. The paper analyzed the land use carried out by local farmers and local conditions of Loess Plateau, discussed the possibility of natural restoration in Loess Plateau by the RFFP. Summarize the perennial sustainable development models of Loess Plateau, which is driven by the RFFP. The support and maintain system of eco logical restoration is designed on the basis of its natural, economic and socio logical conditions. Analyzing household questionnaires among the local farmers, the socio-economic and policy forces cause these models about the RFFP. To provide the foundation of the most feasible development models, we analyzed the sustainable eco-economy by the ecological and economic benefits in Loess Plateau.The conclusions of this paper:â‘ If the household economy in relation to production from the land is advisable, the environmental problems and the solutions of economy lagging will be resolved.â‘¡The RFFP have been promoted labor distribution and industrial structure reasonably, given the excessive of off-farm employment opportunities, and designed the support and maintain system of eco logical restoration.â‘¢By the way of grass and livestock production, developing the Eco-economic Agriculture is the strategy choice of sustainable agriculture in the arid area and Semi-arid area of Loess Plateau, but appropriate policy measures are needed.
